Debbie Persell,PhD,RN,APN came to Arkansas State University (ASU) in 2001 . After the terrorist attacks on 9/11, her focus shifted to disaster and emergency preparedness. She is a major contributor to the development and continuity of the Multidisciplinary Minor in Homeland Security and Emergency Preparedness at ASU. The coordinator for ASU Regional Center for Disaster Preparedness Education, offering disaster life support courses. She has studied at REAC/TS (Radiological Emergency Assistance Center/Training Site) and spent summer of 2007 in Japan with HICARE (Hiroshima International Council for the Radiation Exposed) and RERF (Radiation Effects Research Foundation) which are two organizations that are jointly operated by Japan and US Department of Energy. Dr. Persell has presented her published emergency preparedness research findings both in national and the international arenas. Prior to ASU, Dr. Persell taught nursing and graduate level studies with focus on pediatrics, advanced physical assessment, and family practice in affiliation with University of Michigan, Tennessee State University, Iowa Methodist SON, and Hartford Community College. Dr. Persell has provided primary care in both private and federally funded practice.

Guest Worship Leader


Dave Persell, raised on a small farm in Trenton Missouri, he had rich experiences in the wonders of nature. Art and music were important pursuits in his formative years.He began playing piano in church in 4th grade and then the organ as a Junior in High School. A call to ministry at 16 years of age led him to a degree in 1976 in religion and then a Masters of Religious Education from Nazarene Theological Center in Arkansas in 1979. His ministry career entailed a wide variety of creative endeavors, original and dinner dramas, musical and seasonal productions. Dave has spent his retirement years perusing and expressing his faith as an art studio major at ASU, which has afforded him significant relationships with faculty and millennials

Conference Worship Leaders

Reverend Ray L. Watlington, M.Div., BCC is an ordained veteran Baptist Pastor and is an APC Board Certified Chaplain. He currently serves as the staff Chaplain for the Moses Cone Hospital in Greensboro, NC. He is an active  member of the  NC Chaplain Association and the Association for  Professional Chaplain. He is also the author of "Preaching as a Means of Pastoral Care", published by Brentwood Press in 2002. Ray currently serves on the Carolinas Health Ministry Partnership Board and is an active member on the Education Committee.


Matthew Stalnaker, N.Div. serves as Chaplain in the Department for Spiritual Care and Wholeness at Cone Health where he provides spiritual care for the patients of Wesley Long Hospital and Behavioral Health Hospital of Greensboro. An ordained minister in the United Church of Christ, Matthew holds degrees from Campbell University (BA) and The Wake Forest University School of Divinity (M.Div). He completed residency in pastoral care at University of North Carolina Hospitals, Chapel Hill, where he specialized in Neuroscience and Psychiatry.

 Charlotte Evans, DMin  Rev. Charlotte Evans is an ordained minister and Faith Community Nurse serving Burlington First Church of the Nazarene in Burlington, N.C., will be our worship leader.  She also serves as the Director for serves as the Director for Nazarene Parish Nursing.
